Step back and think on..............

Gone it seems are the talks of BASW (British Association of Social Workers) becoming a trade union (as distinct from a professional body) and their role in the forming of the Social Work College (Royal or not) is fraught with tensions – or more to the point fraught with competition.  Added to this there are now further tensions between BASW and Unison (the primary local authority trade union.)

Personally, I had some hope for BASW http://www.basw.co.uk/) under the leadership of Hilton Dawson but I am beginning to wonder if even he can drag the organisation out of the utter mess his predecessors created. BASW could never become the organisation to run the Social Work College as they are simply too unsophisticated.

Although BASW claim a massive increase in membership (not yet Wilt) they represent still a small minority, and the term “represent” even has some uncertainty, especially if it comes to dealing with the GSCC et al. Somehow, I do not think this is Hilton’s fault, he probably has as many challenges within BASW as he does external – the BASW committees are a bit of a wet rag, believe me.

They need to bring Dr Ray Jones back on board, although even he (who is very competent) struggled with BASW – or at least its previous head that was an utter disaster.

On the latter matter, Wilt supports Dawson and agrees with the unstated but underlying belief that Unison are only out to serve themselves, a bit like Arthur Scargill did with the miners – you know, him with the odd hair style http://en.wikipedia.org/wiki/Arthur_Scargill and otherwise a total fucking twat!

An independent social work workforce is the answer, but unfortunately BASW is not the vehicle to lead that progress, nor sadly are some of the voluntary agencies such as the NSPCC (total twats) – it needs a competent mixture of direct service delivery from the private and voluntary sectors with local authorities acting as commissioning agents. In time, that is what will happen, and bit by bit it is, even under the Brown/Balls leadership much to the chagrin of Unison Stalinists.

When it does come in to final fruition, and it is not if but when, it will certainly sort out the men from the boys and it will ensure that there is a proper agreement between Government and social care providers on what are the priorities – not like now that everything is a priority whether or not there is funding. And, those who are incompetent, and that includes you Mrs C, will find themselves in the wilderness.

So it is less that Hilton Dawson is failing, it is simply he is in the wrong place and has committed himself to a defunct organisation which needs a complete overhaul and shake up – indeed wake up!

I remain confident in Hilton, for now, but Gawd he has a job and more than a half to do. Step back Hilton and think on my man.

Joining up the dots..........

On the political front Gordon Brown is looking less and less connected to reality and more as Guido (http://order-order.com/) puts it the “Prime Mentalist” is being ousted by his own Chancellor – Mr Darling.

Wilt says to Gordon, “it is a good idea that you do your best to support your civil servants, you know like just be nice to them.”

Now Wilt of course would never dream of doing such a thing. Why the (non-elected) UK leader would need this advice is absolute nonsense.

Thus, why does Sir Gus O’Donnell think it necessary to so advise cuddly Gordon unless he in the first instance had a need to confront certain complaints, about Gordon and his hacks?

The facts are there, you only need to join up the dots to get the perfect picture. Gordon Brown, whatever his wife might say, is an evil bastard and fundamentally flawed.

It is a little known or reported fact (although Wilt has referred to it previously) that Ofsted are in a phase of outsourcing parts of its regulatory functions to the private sector – an excellent move we think.

As yet I am not aware that Community Care (http://www.communitycare.co.uk/Home/ ) has picked up on these developments or reported.

Wilt, via his moles at Ofsted, became aware of these moves 24 months ago and it is only a beginning. This will attract the best of experts in the field and remove further from political influence (i.e.ferkin Balls) those committed, including Wilt, to inspecting service provision.

My best guess is that this will be outsourced too, or if not contracted in from private business.

You might think that Ofsted inspectors are worried about this – they are not. Most actually would love to be independent, according to my sources.

Love it or hate it – the private sector will increasingly be involved in inspection and regulation, and not just relating to the Ofsted remit.

Crash test dummies.............

As if Sandwell is bad enough, Birmingham (or at least parts of it) is an accident waiting to happen. A friend of Wilt once did some interim management in Birmingham and said he felt utterly unsafe and deskilled simply because of the impossibility to manage the vast workload. He came across some excellent workers there and was amazed at their dedication and resilience under what were really impossible demands.

Managers are quite used to “fighting fires” (metaphorically speaking) and revising priorities of workload throughout the working day (or week if they are lucky), but tackling outbreaks of fire combined with a force 9 gale, earthquake and a volcano erupting has a tendency to drive one a bit scatty. Rather than go scatty he, only having been begged not to, decided he would take up an easier living of being a car crash test dummy!

Like the GSCC and their ilk, Birmingham City Council needs to be dismantled and very carefully put back together – in its present state (and size) it is simply unmanageable.

And the good people of Brum (not that I visit the city unless forced) deserve a more coherent and fit for purpose conglomerate of smaller fiefdoms.

Until such time there will be more stories of disaster and more crash test dummies!

Sandwell again..................

As hinted at in an earlier post, Sandwell are yet again in the news. This Borough Council is in major meltdown and has been reportedly been in that state, according to reliable sources, probably for at least 15 years. It is a nightmare of a place to work second only to certain parts of Birmingham, which it borders.

It has to be said if it is that bad, why are there not a few managers suspended too? Or even the chief executive, for that matter?

Now normally I would say “what do Ofsted know about inspections and even more so safeguarding.” However, via professional and personal connections I know, Sandwell is just simply dangerous and even the Dorks at Ofsted could not but notice it.

They with the likes of Haringey are not the place to work, and it is not a new problem - far from it. A friend of Wilt used to do independent complaint investigations in the borough and his hair tuned grey virtually overnight.

Sadly however since baby Peter and Climbe even the best of local authorities (and there are some who are largely very competent) are suffering the effects of increased demand with a dwindling resource base and incredible low morale. It was bad enough when I was a fledging social worker (over 30 years ago), but now it is downright bloody awful – I admire those fresh young social workers full of energy (which I now lack) but wonder where their future and that of the profession will be.

Things will get worse, a lot worse, before they get better – I fear for our children in the mean time. And “Standing Up for Social Work” or a revitalised and a more focused/better lead BASW will not have an impact. That leaves the Social Work College (Royal or otherwise) with a hell of a task on its hands.

Oh and of course we have the GSCC – Mmmmmmmmmmm!

What a mess – I am pleased I can retire in a few years but saddened that a personal lifelong professional commitment will be exited on such a low note.

Smoking online.............

What a glorious day in north Wales today, the whole coastline full of sunshine and the sea sparkled – unfortunately this visit was for business. Salty Dog was not invited.

That is the beauty of having a second base (in north Wales) as I can then cover virtually the whole country for business purposes and the first home base allows London, home counties, west country  and the midland an easy commute – excellent.

Role on spring and summer! Mind you of course this spring it is Malta with the boat, which has now made it to Spain. I have left it there for now before the next bit of the journey to Gibraltar from where we sail to that other rocky island final destination.

The final crew selection has now been concluded – should be fun. Mrs Wilt has decided to let the plane take the strain.

Meanwhile Gloucestershire is in the news on two stories.

We know of 10 social workers from Sandwell who might be looking for jobs, but more on that in a further posting.

I mean, I can understand his point and indeed Wilt very much supports innovation and use of modern technology, but this is just simply off the wall. What next – pay per view artificial tears dripping from some device in the crematorium? And why cremations – why not burials too?

The fact is grief is a private matter shared in person, not via the internet. Apparently however it has caught on in Manchester and Cambridgeshire - when I get cremated I expect people to turn up, and if they don’t I will haunt them!

It’s an odd world.

Morning news.........

There are some interesting news items this morning (apart from the no 10 bully).

First, Wilt had to vomit after hearing Ed Ferkin Balls on the radio “spinning” nonsense on sex education. It’s a shame his father/mother failed to use appropriate contraception.

Anyway, it seems Haringey are going to get a improved bill of health as according to Ofsted, those lovely people who first lose files then remarkably discover them again (Sharon Shoesmith) as distinct from a file which they never heard of (Mrs C).

We are still waiting on the High Court to determine the Shoesmith case – we still predict she will win it and thereafter the GSCC cases against other Haringey staff will fail.

Things aint going to get better soon! One of these days I will give my overview of Cafcass and its roots & recent history. In the mean time things are not looking good for children in Court proceedings for reasons beyond their control – it worked fine when the Probation Service ran the then GaL service.

Regrettably the Children Act 1989, well intentioned, fucked up big time by creating a “charter” for lawyers and some irresponsible and professionally dangerous and unaccountable Guardians (Children’s Guardians) – not as it intended a cross party “charter” for children.

Hence the creation of Cafcass – a similar disaster to creating the GSCC!

Personally I would dismantle both and start again. Both have damaged the social care profession.

And then there is this broadband tax! This is the greatest nonsense invented by some TWAT in Whitehall.

Wilt has the fastest (non-commercial) broadband connection yet available – and you know he had to pay for it, out of his pocket. Personally I find it worth it, others would say I was mad paying out hard earned cash for the benefit.

The Government position:

“Our analysis shows that without intervention, the market will only reach up to 70% of the country, so it's vital we act now to ensure no area is left behind," said a spokesman.

The MPs Committee position:

It [Business Innovation and Skills Committee] also said that it was concerned that government intervention in delivering ultra-fast speeds - known as Next Generation Access - would distort the market and that there was little demand for such services, said the BBC report. It added the Committee said:

"We think the market can be trusted to deliver faster speeds," committee chairman Peter Luff told BBC News.

"The real priority should be the universal service obligation and the whole effort to increase digital inclusion."

Let the market decide, I say. If you need it – pay for it yourself. Do not come to me for a sub.

Dream Team.................

Part of the dream team is Sherry Malik who is presently employed by Cafcass where she is corporate director of strategy and performance. That inspires confidence, given Cafcass is virtually under special measures themselves on issues of strategy and especially performance!

And another bully..............

Now Regulator Watch knows a thing or two about bullies and we have highlighted a few examples such as the GSCC, the PM’s demonic looking hatchet man Ed Ferkin Balls, and of course our greatest fan Mrs C (with puppet boy Plaskitt MP). She still visits 3-4 times daily!

Rumours have been rife about Gordon Brown being a bit of a bully for some time and of course this weekend the press has picked up on a new book setting out some, seemingly, well sourced examples. Andrew Rawnsley is no minor political reporter/editor and is well respected – who would you believe, Brown or Rawnsley?

No smoke without fire comes to mind.

I bet Gordon must be getting a bit wrong footed and perhaps ready to stumble into the office on Monday and near strangle a few secretaries – he is a driven man. Driven out of his mind through his sad and hopeless ambition to be a statesman, a  world leader that saved us from the worst financial crisis in living history – which he helped to create.

And, so what of that demonic nun with a switchblade – Mrs C? Well, all the facts are coming out bit by bit. Painful isn’t it?

She is very well known you know – by Departments up and down Whitehall and any quango you care to mention. She is known as, “Oh God not that woman again.”  We of course know that our friends at Pixelmakers found her a bit of a bully (I am a lawyer you know”) and a friend of Wilt told him the other day of someone they spoke to was a taken aback when they said “no” to Mrs C and she retorted “You better watch out” in a rather threatening manner meaning “I have friends in high places.”

If you count “friends” as haunted officials who want a quiet life, then we are happy for Mrs C. If they are in high places (like poodle Plaskitt MP) then that friendship is likely to blow away as soon as the said fellow becomes a former MP.

What, you ask is the reference to “nun with a switchblade?”  It’s simple – Mrs C is a foster parent who gives off this aura of innocence and dedication to the plight of others. It’s a fairy tale, as are her numerous claims to being a lawyer.

She is a simple fraud!

There are lots more to come – some really revealing documents, all legally obtained and free to be published. Not of course that Mrs C has any concerns in that respect. She does not understand the term confidentiality, let alone practice it. And that is VERY worrying when dealing with the welfare of other people’s children.

First Class.................

It seems Council officers, you know those people we employ and pay for out of our hard earned Tax are fearful of publishing what they earn – there may be reprisals, it seems! I think that there means there will be widespread reprisals.

Albeit long ago, when the moon was blue and local government officer were (in actual fact) poorly paid, it was a given that you made up for it in terms of other BENEFITS, such as painless sick leave entitlement (over 12 months) huge holiday entitlement and an outrageously generous pension – but no more.

No, no more, you get the Gold Plated pension, the same sick leave entitlement (up to twelve months) and as much holiday as a (but not quite) Lord of the land – and a salary not much less. Gawd, why did I leave local Government?

I want to know what these DORKS in local Government earn, and their expenses and bonus.

We will get to know, it is inevitable. And when we do we will be shocked. We will be ashamed and yes there will be retribution, but not on a personal level – except that you expect to account for your unworthiness of office.

And that is only the start – hello quango!

Nevertheless, having observed such dick heads in “my class” of accommodation I take the firm view they are definitely lower class – I at least purchase (at my expense) my ticket.

Pig with lipstick.........

It must be hurting these MPs who expected to make a huge profit out of their second homes allowance now that it is expected they will have to repay any profit – poor little fellows. See the Telegraph article here:

If Wilt were to use his second home as a tax break second home e.g. for business), he would at least have to pay capital gains tax on its sale – simple.

It is nice to see that the little (or fat) piggy’s who tell porky pies for a living are facing the loss of huge profits which they hoped could be realised when they sell up on that tax funded investment – oh dear Mr Plaskitt you will need to get a real job after the election.

Meanwhile, talking of piggy’s, David Wright MP has got himself into a pickle in his description of the Conservatives on his Twitter site – what a TWAT.

Someone, he claims, hacked his account – sure!

Rather odd looking fellow, and we believe a good mate of PLaskitt – equally odd in all respects. At least Wright will not profit from a second home (not this time) as he rents his accommodation, although he did profit from selling his tenancy on a previous flat for a higher rent and then moving.

He also attempted to claim for a rather expensive electric razor on his allowances – a duck island may have been better. What a fucking DORK.

Despite his 5000 plus majority Wright will face a major challenge at the next election – in a recent by-election on the local Council the Conservatives had a major success and that will worry Wright.

A mate of mine in the area says [Wright] “he is dead meat.” [The] “bloke is history in Telford.”

We hope he has a job to return to, cos Telford and Wrekin Council (Conservative controlled – his former employer) aint going to employ him as in his hitherto role as a bog basic housing officer.

The sun is shining, life is good and soon we prepare for our next leg in the Malta trip.

This story does go across UK borders – some weeks ago Wilt noticed search queries searching for “Rod Ryall” several times over as many weeks from Scandinavia arriving on Regulator Watch.

Perhaps he was on holiday there or otherwise there are others further afield interested in his alleged exploits.

And he not only an Oxford but also Cambridge graduate! That is no easy achievement, believe me.

Cambridge is the far nicer place! Far fewer American tourist plodding about and cluttering up the place, as in Oxford. And of course the second home of Wilt!
